Cr North received unanimous support in the Bathurst Regional Council chamber last week.
His election followed councillor Bobby Bourke stepping down from the city's top job after ABC's 7.30 program aired a bombshell report alleging he was involved in a blackmail attempt against Cr Jacqui Rudge.
Cr Bourke denies the allegations and remains a councillor.
Cr North took on the chairmanship of Upper Macquarie County Council - which covers the Oberon Council area - in 2017.
Having served a record 11 terms as Bathurst's deputy mayor, he said he was "very humbled and very proud" to become mayor.
"It's an enormous job to have. I really care about this community, and to be the mayor of this city and the people I care about so much is an absolute honour," he said.
Monica Morse was elected deputy mayor.
Cr Morse was elected as mayor in 2012, holding the position for a year, while Cr North served as her deputy at that time.
