Oberon Council has approved a six-lot subdivision at 2451 O'Connell Road, O'Connell, comprising four 10-hectare blocks and the subdivision of a large rural lot into two rural lots.

Councillors added a consent condition to limit any potential visual impact of the new dwellings on the 10-hectare lots on the O'Connell Heritage Conservation Area.
The subdivision is considered to be appropriate within the context of the locality.
The subdivision meets the objectives and controls of the Oberon Local Environmental Plan's RU1 - Primary Production zone and R5 - Large Lot Residential zone and all lots are of the minimum permissible size. All objectives and controls of the Oberon Development Control Plan 2001 are met.
Referrals to Oberon Council's technical services department and heritage adviser supported the development's design and layout, particularly in regard to access locations and impact on the O'Connell Heritage Conservation Area.
Impacts to biodiversity, flora and fauna and in particular koala habitat were found to be minimal and indirect.
The design does not propose removal of vegetation for accesses or new fencing and each allotment has appropriate areas for the development of a dwelling without undertaking vegetation clearing.
A report from council's town planer Dylan Furnell said impacts on other environmental features such as creeks and rivers were considered to be minimal.
"It is considered that the development does not significantly impact on threatened species or ecological communities, or their habitats," the report states.
"The areas of native vegetation and watercourses are not directly impacted. The smaller R5 allotments are not expected to impact on the identified waterways as water will be predominantly captured for reuse within the future dwellings."
An external referral to Water NSW was undertaken but was not required, so no formal comment on the development was received.
