The 2020 Mid West League competition has finalised a draft draw and is now just waiting for the necessary approvals.
Group 10, however, decided at a board meeting on Tuesday night that it will not run senior competitions this year.
Chairman Linore Zamparini said the decision was the toughest he'd made in over a decade running the game
Booth, speaking before Tuesday night's meeting, said if Group 10 players do want to join the Mid West competition, "we need to be careful we don't reject players who have been there all season".
"It would make for a strong competition this season, but what would it do for the future?" he said.
"The guys who lose their spots to new players might lose interest. I understand the appeal for it, but we've just got to be careful."
He said the Mid West competition would need to "decide on what the limit will be".
Booth is optimistic the 2020 Mid West competition - which will feature the Oberon Tigers - will be strong.
"We've got very high hopes," he said.
"Blackheath, unfortunately, won't be able to field a side, but the other seven teams are very keen.
"The beauty of our competition is that we don't need to throw the big money around. We don't have that burden of having to pay players."
The clubs who will take part in the competition should it go ahead are CSU, Oberon Tigers, Orange Barbarians, the newly formed Orange United, the returning Kandos Waratahs, Portland Colts and the Lithgow Bears.
