Using a performance review panel for the general manager is recommended by the Local Government Act.
The "whole of council" panel option was not the preferred option of the general manager, as it is inconsistent with the guidelines of the Office of Local Government (OLG).
Under the requirements of the OLG, guidelines panels should comprise the mayor, deputy mayor, another councillor nominated by council and a councillor nominated by the general manager. An independent observer may also be included.
However, given that council did not proceed with this option at the September 2019 ordinary meeting, it has been decided to reappoint a "whole of council" panel.
