The incident (watch it here) occurred midway through the final term and resulted in the match being halted as Garlo was helped off the ground.
Sullivan immediately stopped to check on her opponent's well-being, but Garlo played no further part in the game.
Initially offered a four-week ban reduced to three with an early guilty plea, Sullivan unsuccessfully appealed her charge of rough conduct at Tuesday night's tribunal.
The tribunal considered vision and medical reports from the incident and found the bump to be high-impact and high contact.
Garlo now faces a race against time to recover for Saturday's TSLW grand final against Launceston.
