Tigers secretary Neil O'Grady said that despite having a contract in place with an option for Starling's services in 2020, circumstances changed midway through the season when Starling approached the club and advised that he and his partner were expecting their first child.
"Because he was going to be a first-time father, Josh wanted to have a year off football to concentrate on his family," Mr O'Grady said.
The club agreed on compassionate grounds, although it was a blow to the Tigers' longer-term plans.

The Tigers' committee and senior players are planning to retain the bulk of their 2019 squad for next season and look forward to the continued development of the local talent that Starling began to put in place.
"Of course, where there are gaps we will be entering the player market," Mr O'Grady said.
The club will hold its AGM on Wednesday, October 2 starting at 6pm in the Oberon Leagues Club. Club president Ian Christie-Johnston is looking for new faces for the committee and invites supporters, sponsors and players to make sure they attend.
In the meantime, the Oberon Tigers' senior player awards night will be held on Saturday, September 21. It'll be a big night at the Leagues Club as always with formalities kicking off at 6pm.
