The application is for a single storey museum consisting of a steel portal frame with a Colorbond clad exterior.
The DA includes the construction of five car parking spaces and a building identification sign on the southern elevation of the shed.
The site slopes to the east towards North Street and it is proposed to fill the site to enable a level building pad to be provided.
Access to the site is proposed via an existing entrance off Scotia Avenue.
As part of the approval, council will request John Holland consider addressing the upgrade of the shared access with other lease holders, Oberon Tarana Heritage Railway and Oberon and District Museum, to ensure the site operations do not create a dust nuisance for adjoining landowners.
Council staff have liaised directly with the owner of the Oberon Railway Station Precinct.
The existing lease arrangements exist as follows:
- Oberon District Museum Society entered into their existing lease over part of Oberon Railway Station Precinct (area of 4,095m2) on August 1, 2009;
- Oberon Tarana Heritage Railway (OTHR) have agreed to surrender 553m2 of their lease area to permit Skoda and Tatra Museum (Skoda) to enter into a lease over this land;
- Oberon District Museum Society lease area and non-exclusive access to their lease area is not affected by the proposed Skoda lease;
The application is for a single storey museum.
- Oberon District Museum Society do not have any rights under the terms of their lease to access the land approved for lease to Skoda for car parking or any other purposes;
- There is an area of approximately 832m2 (64m x 13m) located between Oberon District Museum Society lease area and Skoda’s proposed lease area, which forms part of OTHR’s lease area, that is presently used for car parking;
- Oberon District Museum Society and Skoda should seek consent of OTHR should they wish to use part of OTHR’s lease area for car parking;
- Transport NSW have given consent for a lease to be entered into with Skoda.
The proposed licence agreement for Skoda is proposed to be amended to permit Skoda non-exclusive access to their licensed area via the existing vehicular access road on the western boundary of their licensed area.
