Oberon Council’s general manager Alan Cairney commented that the monthly informal briefing session was implemented as a commitment from the general manger and management staff at the initial induction session with the elected council in September 2012.

The purpose of these sessions was to better inform councillors on topical issues, including matters which would be listed for consideration or decision at the next monthly council meeting.

The attendance by councillors is not mandatory and it was noted that Cr McCarthy attended fewer sessions than any other councillor.

The general manager continues to provide regular opportunity for all councillors to attend similar information sessions.

Cr McCarthy said he submitted the motion because now winter is here, staff and councillors have an hour’s travel time.

Cr McCarthy said council can’t make any decisions at the briefing sessions on any matter and it would free up staff to finalise reports.

“I can’t see why we can’t operate as we did before – free discussion time after the ordinary meetings,” he said.

Cr Ian Doney said he appreciated Cr McCarthy’s reasons, but he felt, at this time, it is very useful forum for discussion and they should continue.

Cr Neil Francis agreed saying the briefing sessions gave him a better understanding as to what is going on.

The motion to cease briefing sessions was put to councillors and lost.
